Газета International Herald Tribune цитирует высказывание премьер-министра Малайзии: We still believe there are sincere investors out there. Соответственно a rogue state – «безответственное» государство, государство, не признающее международных норм, государство-изгой. Я встречал также в русских текстах словосочетание экстремистские государства. А в высказывании премьер-министра Малайзии rogues скорее все-таки безответственные лица, чем негодяи или мошенники.
